Richards as a small town named Pleasant Valley, east of downtown San Francisco. The name may have been derived from the Alameda oak tree which used to grow near where it stands today. The first settler in what is now Oakland was George Hillyer who purchased land from Captain Edward "Pete" Hanks on May 25, 1852. He named his new place Pleasant Valley in honor of General John Custer's battle at Little Big Horn that occurred two years earlier. The first white child born in what is now Oakland was born on December 12th,1851 to parents George Hillyer and Clarissa Barton (now Barton). Captain Peele and Mrs. Richards soon married and decided to move their families to this new community so they could continue farming their land and raise their children there. By 1860, when Oakland became an incorporated town, its population had reached 200 people including 30 Negroes! In 1871 City Councilman Amos Butterfield2 recommended that incorporation be granted for all unincorporated areas lying within or bordering upon the City limits subject only to such restrictions as necessary for police protection and right of way through municipal property required for public purposes; no water rights were granted hereinunder! This act creating Oakland proceeded under full council authority with but one exception: That certain parcels Nos 6-11 Congregational Churchyard lying within said boundaries should be annexed by the City while other churches remained separate undertakings subject only to ecclesiastical regulation!3 i residents hereabouts are still called "Old Oaks". In 1886 Punchbowl Dam failure caused great loss & damage estimated at $1 million dollars - much more than ever before experiencedin these parts—the blowResulting also put many families out of business leaving them homeless & jobless4& although insurance companies offered some relief many felt too little & too late6 finally after years of wrangling with government officials7 large tracts were acquired from various sources resulting in present day commercial district bounded north by Broadway Street (then 4th Street), east by Telegraph Avenue (now 8th Street), south by Lake Merritt Boulevard (now MacArthur Boulevard)8& west along Hayward Road watered by Chisholm Reservoir
