This decision changed how America viewed its coastline - since then submarines have been an important part of Coastal Defense across most of North America! In 1962 when Californians ratified Proposition 36 which legalized Measure AA which required counties to pay state taxes based on population size rather than property value (this made Southern Californians one million dollars richer!), donations from individuals increased significantly so that by 1970 there was a $5 million San Diego appropriation available for local use including funds specifically earmarked for flood control! By 1980 donations had reached $130 million making it one of the largest gifts ever given to any municipal organization in North America! Since then annual gifts have totaled over $1 billion.. From 2009-2015 total donations were just shy of $2 billion Dollars! In 2016 alone we gave another whopping $3 billion Dollars through grants and contributions! And this doesn't even include our ongoing investment into new technologies such as remote sensing technology which allows us real-time detection of vessels up to 5 miles away!! This can be done through the use of sea, air and land assets. In 1868, Congress authorized the creation of a coast guard Service in order to supplement military patrols along America’s coasts. The Coast Guard first began using boats as their primary mode of transportation when they were founded in 1917. In 1935, regulations were established that required all members of the Coast Guards must have a valid license from the State Department before being hired. The first licensed personnel arrived in New York City on July 1, 1936. Today, there are over 4500 coast guard personnel assigned full-time to duties on our nation’s coasts and waters!
