Oroville is a city in the U.S. state of California, located about 45 miles (72 km) east of Sacramento on the Oroville Dam spillway and about 25 miles (40 km) south of the San Francisco Bay Bridge. As of the 2010 census, Oroville had a population of 97,916. The area was first settled by Native Americans in 1859 and was part of Mono County until 1862 when it became part of Yolo County. The town was platted in 1867 by James Irvine, an American surveyor who had surveyed much of northern California before returning to Mono County to make his fortune as an irrigationist. In 1870, Irvine built the first store and post office in what is now Oroville; he named it after himself and laid out a streetscape that still exists today. The town grew rapidly during the late 19th century due to its natural resources: oil shale near present-day Crescent Valley Road and groundwater from nearby farms that were used for irrigating crops such as rice and cotton. In 1900, the US Department of Agriculture organized what is now known as "the North Central Water Commission", which bought land adjacent to where Oroville would be built for development into reservoirs for storing water from rivers northward into central California. The commission also decided on how many buildings should be built: only 10%, rather than 20% as originally planned; this helped Providence Realty Company begin construction on what would become one of Northern California's largest housing developments – known today simply as "Oroville". During World War II, local residents worked at Kaiser Permanente Hospital in downtown Santa Clara; they were among the first people recruited for service in military formations across America starting in 1942. After the war ended, many locals continued working at Kaiser Permanente through its successor organizations including Cal Pacific Power Company (now PG&E), First National Bank (now Wells Fargo), Los Angeles County Controller Robert Muller's office and other private companies until retirement or departure; some even continued working until their death years later.
