The Palos Verdes Estates district of Los Angeles County, California was settled by Spaniards in 1846. The community began as a small Spanish mission, Santa Clara de la Laguna, founded in 1777 on the palisade overlooking the ocean. After Mexican independence from Spain in 1821, San Pedro Creek formed part of the boundary between Mission San Gabriel and Rancho La Brea. In 1847, the US military moved westward through Tucson into southern California and established a military post at Pima Canyon near present-day Glendale. The post was renamed Fort Tejon in 1850 and then Fort MacArthur in 1851 after General John A. Macdonald’s victory over Mexico at Buena Vista Creek Bridge. In 1853, Antonio López de Portillo became Californios commander general of all Mexico under President José Joaquín Herrera y Costilla at Presidio Alta California (upper Presidio). He decided to create a new province within Mexican territory called Alta Californias and named it Baja California; López de Portillo assigned Palos Verdes Estates to it. In 1861, when Baja California became an independent country separate from Mexico, its governor chose Palos Verdes Estates as its capital city; this status lasted until 1862 when Mexicali replaced Palos Verdes Estates as Baja California’s capital City with Acapulco due to population growth there. In 1870–71 Captain George Worth placed his shipyard on what is now Harbor Boulevard on the east side of Point Reyes Peninsula just north of Highway 1 (northwest of Menlo Park). This site served as North America's first naval port for cargo ships carrying goods up the Pacific Coast to Southern Californians until 1930 when Oakland took over that role. From here American warships bombard targets off Point Reyes during World War II while their crews ashore sailed those same vessels back downriver for supplies and repairs

When California was admitted to the United States in 1848, it was part of Mexico. Mexican settlers had already established themselves in what is now Palos Verdes Estates and parts of Playa del Carmen and Rancho San Vicente on the peninsula that makes up Los Angeles County. The first Anglo-American settlers were invited by Governor Pico to come and explore these new lands in 1853. They were led by Capt. John Sutter, who founded Sutter's Fort at the mouth of the Huntington River in present-day Pasadena. The land around Palos Verdes Estates was purchased from the Mexica people by General Antonio López de Santa Anna as part of his larger land grant to American citizens in 1853. The area became known as Rancho San Vicente because it lay within boundaries set out for this purpose by Gov. Pico’s order on July 26, 1850. In 1860, a group of Englishman who had married Mexicans decided to move into Palos Verdes Estates after hearing about an opening for Mormons living near Los Angeles on what is now Topanga Canyon Boulevard. They named their settlement "Salt Lake City" after Salt Lake City, Utah, which they had seen while traveling through America on their way home fromapi (the Mormon mission trip). This settlement failed and only a few hundred people lived there during its brief existence before being abandoned due to lack of resources and competition from other pioneers settlements closer to Los Angeles. After California achieved statehood in 1911, Congress passed a bill providing for the creation of three congressional districts: one covering most of today’s Los Angeles County; one comprising all or part of Orange County; and one including all or part of Riverside County (later Riverside County would be split between full counties). The original rules provided that each district should have an even number of representatives but it was quickly realized that this would not work because some areas were too populous or rich while others were thinly populated with little agricultural potential. So instead, congress amended the law making sure each county received at least two representatives regardless of population size so that more people could benefit from representation without going off balance politically. In 1912 when Proposition 8 became effective limiting voting rights for Californians over eighteen years old (to become adults), voters picked two members from each congressional district - one member representing Orange County and one representative for Riverside - rather than having them apportioned based on population size like under previous laws which gave more power to those located nearest LAX airport property values etc.. Consequently many residents east OF La Jolla simply did not have any say whatsoever about how their community represented them politically inside LAX Airport boundaries! This situation changed when Congressman Darrell Issa took office following redistricting done pursuant to Prop 8 back in 2012 – he adamantly opposed any change whatsoever regarding apportionment within Congressional District 3 outside LAX Airport boundaries! His stance created tension amongst many East Palo Alto residents who felt they had been taken advantage OF BY THEIR Representative despite him having no knowledge or jurisdiction over their community outside Airport Boundaries! currentlyEast Palo Alto feels left out & voiceless after years& decades………..
