The name Parlier comes from two words: "Parriller" which means "a little field near the road", and "erville" which means "town". The first settlers in Parlier were Englishmen who came to the area in 1876. They built a small cabin on some nice hills overlooking the local river. The first school was built in 1909, but it closed due to lack of students. A new school was built in 1915 and became known as East High School. In 1937, Parlier had its own post office and also began using ZIP code 91711. In 1954, Parlier voters passed an ordinance establishing a fire department with six firefighters (the only such organization at that time). The community's first fire truck arrived that year. From then until 1975, all Fire Department services were handled by volunteer firefighters through personal check cashing programs like those used today! In 1977, the city decided to build a new elementary school which would become known as East High School South (now called West Middle School). At that time there were only seven schools in San Bernardino County! The City Council voted unanimously to fund this project with $25,000 from general funds and raised another $27,000 from private donations! Construction started on October 2nd, 1977 and lasted for two months! On November 10th residents finally got theirElementary School!!! In 2007-2008 East High School South underwent major renovations which included new roofs & windows, updated plumbing & heating systems….and much more!

The first settlement in what is now Parlier was made on October 12, 1868 by George Sutter and his family when they established a rancho called Rancho San Pablo de las Pulgas near present-day Hayward. The name may derive from Mission San Pablo which was founded in 1776 nearby. In 1875, American entrepreneur Charles Fenton established the City of Oakland as an independent incorporated village with its own government and police force. A year later he sold the rights to the new village to George Sutter for $10,000. On November 3, 1877, Sutter set out from Parlier on horseback to found Hayward as part of his plan to build a new town on former Rancho San Pablo land that lay between Coloma Boulevard and Zion Avenue. He arrived at Hayward's original location on December 15 and named it after his old rancho: Parlier (Spanish for "place where chickens are hatched"). Sutter developed Hayward into one of Northern California's leading villages during its early years; it boasted a church, schoolhouse, storekeepers' saloon and two cotton gins before annexation by Oakland brought rapid growth in population and development around it throughout the late 19th century. In 1916 Mayor James Mays laid down plans for creating an artificial lake acrossOakland International Airport property south of East Street; but due to opposition from local business interests who saw their livelihoods improved by continued airport use instead, no proceeded with this idea until well into the 1990s despite repeated requests from City leaders themselves).
