The Perris Valley lies south of downtown Perris and east of the city limits. The valleys are drained by the Tujunga River and its tributaries: the San Bernardino River to the north, Mono Lake to the east, and Coyote Creek to the south. Downtown Perris is located on a hill above these valleys. The town began as an agricultural settlement in 1874 near what is now downtown Perris with about 60 residents. During World War II it became an air base for Navy bombers flying over Southern California; in 1949 it became home to Pacific Bell Telephone Company's main offices after that company acquired telephone service from Western Electric Corporation (WE).
