The Pico Rivera Army National Guard was organized on December 10, 1911 during the Mexican Revolution. The unit was known as the 1st Battalion, Pico Rivera Infantry. On May 24, 1918, members of the battalion were sent to help quell a rebellion in Tijuana. A few months later, on November 15th, 1918, the battalion became part of United States Forces Mexico when that country gained its independence from Spain. The unit stayed with USFMexico until 1951 when it was redesignated as the 99th Infantry Division and then again as the 3rd Brigade Combat Team (Mechanized). In 2006 and 2007, elements of the brigade deployed to Iraq and Afghanistan respectively.

Pico Rivera is a city in San Diego County, California, United States. The population was 7,869 at the 2010 census. It is located on the Pacific Coast and bordered by Torrance to the north and east, La Jolla to the south, and Carlsbad to the west. The first Europeans to arrive in what is now Pico Rivera were Juan Rodríguez Cabrillo and his party of 15 people on October 20, 1542. They named their new discovery Point Loma after Lopez de Legazpi's flagship ship that had reached California two years earlier. The Mission San Gabriel Arcángel (built 1821) was founded just east of Pico Rivera by Father José Gomez de la Cruz with provisions from Spain. Mexican land grants from Mexico City became permanent Californian land grants in 1848 when Ulysses S. Grant became President of the United States through a process called "provisional government." In 1853isalonso Nakamura donated some of his land near present-day La Mesa Boulevard for Pueblo dedicated to agriculture as Rancho San Carlos Apache Indian Land Grant No. 6 within Mexican Bicentennial Park (). In 1896 Alvarado Herrera donated much of Rancho Santa Fe Del Norte including present-day La Honda Heights and part of its southern border which became part of Angeles National Forest in 1924 (). In 1928 Angeles National Forest was divided into nine forest divisions; five were made up exclusively of rural areas while four were divided among urban areas with Pico Rivera included as one division (). On February 23, 1932 (), an area including most of former Angeles National Forest was transferred from Angeles National Forest to state control as desert reservation known as Imperial Valley Open Space Preserve (). This change increased development along both sides of I-5 between LA 1 (west side) and US 101 (east side). A year later Congress passed legislation creating federal lands managed by Bureaucracy Area Number 3 within newly created Desert Research Reserve () outside Glendale proper limits but within 24 miles (38 km) southeast mile limit set forth for Bureaucracy Area Number 2 adjacent portions bordering Imperial Valley Open Space Preserve (); this created a huge housing estate built on top of Rock Creek Canyon by Riverside developers beginning in the late 1960s following enactment local law mandating plans be submitted before developments could take place beyond certain boundaries outstriping established regulations allowing such activities only if approved by public hearing process..
