He named it Pico Rivera after his friend and mentor Pico de la Hoya y del Mazo. In 1912–13 local people organized a campaign to have their name included on U.S.-Mexico border markers that still stand today on both sides of Highway 10 east of Interstate 5 near Loma Linda University Hospital; they succeeded with help from then Governor Earl Warren and postmaster general James Grewal (). In 1924 Census figures show that populations in Pomona (west side) and west Anaheim Hills (east side) had increased by 50%. However, most growth took place in east Riverside County which now includes most of Corona Del Mar City () as well as much of Jurupa Valley (). The name "Pico" comes from Spanish for "hill". Allan Drive is also derived from this Mexican word meaning "road up to the hill." So if one goes down Allan Drive one arrives at Pico River Road or Hill Rd., depending where you are looking from!

Pico Rivera is located in San Bernardino County, California about 30 miles south of downtown Los Angeles. The site was once part of the Rancho Cucamonga Mexican land grant given to José Antonio Palou by Governor Pio Pico on December 2, 1819. The Palou family founded a rancho at Pico Rivera in 1834 and named it after their ancestor José Antonio Palou who had been killed in a skirmish with the Americans near Bakersfield two years earlier. In 1848, Mexico gained its independence from Spain and the rancho passed through death to Francisco Palou Jr., son of Jose Antonio Palou Sr.. In 1912, after more than 200 years as an American military post, Pico Rivera became an international treaty port when it was designated as a dependency of the United Kingdom's Port of London. 2/7/1912 - At 8:00 A.M., President Woodrow Wilson signed into law Public Law No. 792 (29 Statutes at L 78), which designated Pico Rivera as an international treaty port under British jurisdiction pending final disposition by the U.S.-Mexico Treaty Commission established pursuant to Article XIII of that Act...
