Pico Rivera is a city located in San Bernardino County, California, United States. The population was 20,811 at the 2010 census. It is the largest city in Riverside County and one of the most populous cities in Los Angeles County. Pico Rivera has been called "the Gateway to the Inland Empire" because it is located just east of State Route 92 (Riverside Boulevard) and Interstate 10 (Pico Rivera Boulevard). The City of Pico Rivera was founded on October 1, 1911 by American oilman Harry Fenton with the goal of providing a town "away from noise and pollution" while also developing its economy. The first coffee beans were brought overland from Mexico by José Gomez in 1892. On July 3, 1912, Captain William Tait opened his establishment known as The Fenton Coffee House on Railroad Avenue which became Pico Rivera's first commercial enterprise. A year later, Harry Fenton purchased property adjacent to Captain Tait's business for $1,000 and constructed what would become known as The Fenton Estate Coffee Shop. In 1915-16 Captain Tait donated land to build a public school that would become Mrs. John Wiggin Elementary School; however this project never came to fruition due to financial difficulties faced by Mr. Fenton after World War I destroyed most of his businesses including his coffee shop venture which he had invested heavily in during wartime times when demand for coffee skyrocketed thanks to wartime military spending restrictions. In 1919-20 Captian Tait donated another piece of land west of Mrs Wiggin Elementary for a new park which would eventually become Pismo Beach Park and today features both an elementary school building used as gymnasiums/kindergartens and an oceanfront pavilion that provides storage space for beach towels and other water toys while also serving as a restaurant/cafeteria cum nightlife spot attended by locals and tourists alike since it opens at sunset each season Harry Fenton passed away on November 17th 1920 leaving behind his two children Harry Jr., heir apparent to their father's liquor store empire who bought out their mother's share in 1926;and Norma who ran her father's estate until her death in 1978 prior Toisn Henson assumed management running it until 1984 when it was sold outright to Bruce Weber who operated it until 1994 when successive owners changed hands again resulting in its current state In 1958 PicoRivera hosted Summer Olympics torch relay under siege from local police force with residents using picket fences surroundingStreetsboro High School where athletes competed before finally being relieved after about four hours when authorities arrived; thereby ending any possible controversy associated with the event . On September 15th 1961 local fire department responded after large flames erupted from tanker truck parked next door nearHighway 10 & Railroad Ave during rush hour causing extensive damage although no injuries were reported . That same year Manager Bruce Weber leased 5000 sq ft lot located acrossStreetcar Rd from Ms Norma Hensonbeck who managed day care center acrossStreetcar Rd until sale went through on May 11TH 1964 Toisn Henson assumed management once more becoming sole owner upon sale giving up ownership following controversially awarded election against him as Mayor runoff against former Supervisor Donny Kelly

During World War II, Pico Rivera served as a bombing target for both the United States military and Japan's Imperial Japanese Navy due to its strategic location within range of naval targets in California's Central Coast region. In 1957, Pico Rivera joined the rest of San Diego when it became part of the newly formed city of San Diego metropolitan area. Today, Pico Rivera remains an important cultural center within the city limits – home to many local art galleries, theaters and restaurants as well as two museums: one focused on Mexican American history (the Museum of Californian History) and one devoted exclusively to Chinese American history (the Chinatown Museum).
