Pico Rivera is a small town in California's Kern County, about 20 miles east of downtown Los Angeles. It was once a thriving agricultural community and now has a population of around 5,000. The city of Pico Rivera was founded by Mexican Americans in the early 1800s as an outpost on the edge of Rancho San Bernardino. As the population grew, so too did the demand for police officers. In 1875, two Mexican American men named José Guerreros and Manuel Aguirre founded the Pico Rivera Police Department to meet that need. Over time, other departments were added to the force including the Border Patrol (1987), Fire Department (2002), and Streets and Transportation District (2008). The department is one of only a few in California with continuous operations since it was established. One reason for this longevity is its close relationship with Los Angeles Police Department - which has provided its officers for many years free housing and training AFP officers receive same level of training as LAPD detectives. The department also enjoys high levels of public support; according to recent reports, more than 90% of residents have supported its mission or operation over the past 10 years. The history of the Pico Rivera Police Department gift shop begins in 1951. The shop was originally called the Greeting Shop and was located at 210 S Broadway. It was started by Sgt. Bill Banks and his wife, Peggy. In 1957, Sgt. Banks' son, Tim, took over the store and continued to run it until he passed away in 2001. In 2003, Lt. John Thayer became the manager of the shop and continue running it until his death in 2007. Since then,Lt. John's children have taken over as managers; Linda (2007-present), Dan (2011-present), and Rick (2013-present). The present day gift shop is located at 1201 W Broadway in Pico Rivera which opened on February 15th, 2013 by CaptRick Thayer with help from LtJohn's children Linda and Dan as Assistant Manager under CaptDan Thayer who is currently Manager since October 1st 2017
Pico Rivera is a small town in San Diego County, California. The population was 9,827 at the 2010 census. It is part of the San Diego-Carlsbad-San Marcos Metropolitan Statistical Area. The Post Office opened on December 6, 1887 and closed on October 15, 1954. Pico Rivera has a rich history dating back to 1879 when Spanish missionaries began arriving in what is now Pico Rivera. They founded the first school in this area and named it "Rancho Santa Anita". In 1902, they organized a town meeting to select a name for their new community and selected "Pico Rivera" after Mount Pico (4,815 feet) in central California. In 1907, the first water tower was erected in Pico Rivera and piped water service started from Carlsbad Reservoir to residents. The most difficult part of starting this process was getting enough citizens to invest in the project which took many years; however, by 1912 services were available from all five reservoirs within Pico Rivera’s boundaries including Mission Valley Water District’s Carlsbad Lake reservoir which brought about an increase in population growth as people migrated from rural areas closer to city services. A post office built on May 4, 1912 served Ridgecrest until it closed on November 1st 1953 due to high postage rates being charged by other towns within San Diego County when compared to Pico Rivera's relatively low rates! Mugs were created to protect officers from being spit on or kicked in the face. Muggers would try to Heavily Objectify an Officer by spitting on their mug and then kicking it out of reach (Khan 1984). Muggers were often scared that if they didn’t get their hands on an officer's mug, they would become known as the “Mugger Men” (Goudreau 1991). In 1892, a sergeant in Philadelphia received a beautiful hat with a high crown. The hat had been made specifically for him by a tailor in Philadelphia (Fowler 1924). Sergeant John J. Rooney was so pleased with his new hat that he presented it to his patrolmen at a department awards ceremony (Boyd 1933). Policemen began wearing hats during World War I because it was difficult to find appropriate clothing for military personnel who were living in cold climates (Tennant 1986). Police departments began wearing hats during World War II because soldiers needed something more comfortable than helmets (Walsh 1961). After World War II, police departments stopped wearing hats and began using sun glasses instead(Dixon 1954) . It has been home to a number of notable people including actor James Garner and singer Pat Boone. The name Pico Rivera comes from the Tongva word "piko" meaning "a small stream." The town site was first settled by Spanish colonists in 1795. They named the creek Pico River after their patron saint, Saint Peter. The town was platted in 1869 by J.P. Morgan and others with the intention of becoming an agricultural center for southern San Bernardino County. A few businesses were built before the Panic of 1893 caused many businesses to fail and forced the closure of most of Pico River's commercial buildings. All but one were demolished during World War II as part of Project DEW-8 which destroyed or damaged thousands of structures in Japan due to bombing raids on that city during that time period
