Pico Rivera is a town in San Diego County, California, United States. The population was 10,827 at the 2010 census. It is part of the San Diego–Tijuana metropolitan area. Pico Rivera was founded by Mexican American settlers in 1849 as Pueblo Viejo de la Mesa. It became a city in 1912 and incorporated as a county municipality on February 16, 1928. The name comes from Spain's Pico or " Peak". In 1930 it annexed Rancho Petaluma and then annexation of portions of Encinitas Valley followed in 1936. The economy has been diversified with heavy industry including chemical plants, light manufacturing, agriculture and service businesses such as hotel/motel development and real estate interests since the early 20th century when railroads served the community along the coast of San Diego County. The municipal government was dissolved on December 14, 2013 pursuant to Proposition 13 (the statewide referendum that repealed many local governments). As part of this process, all assets were sold to private individuals who will operate them under what is known as an Auction-Based Management Plan (ABMP). This new management plan consists of seventeen parcels which will be auctioned off starting in January 2014 with proceeds going to support public education within the community while also increasing access for low-income residents through redevelopment initiatives funded through Measure M (a sales tax issue approved by voters in November 2012).

The first settlement in Pico Rivera was made by Spanish colonists in 1769. In 1821, Pico Rivera became part of Mexico and did not become an American territory until 1898. It was annexed to San Diego County in 1912. In 1915, Pico Rivera's school district merged with that of other nearby towns to form the city of San Diego Unified School District (USD). On November 3, 1938, Pico Rivera's then-mayor Arnell Hickey proposedhood as a Measure O for the City Council to ratify without debate. The measure passed 8-0 with only one abstention from Mayor Harry Laughlin who opposed it because he felt that it would annex his own town without giving it enough time to consider its implications.
