Piedmont is a small town located in Los Angeles County, California. It was founded in 1887 by Italian-Americans as the town of Pico Rivera. The population was 7,412 at the 2010 census. The original Piedmont golf course was designed by Dr. George Fenton and built on land that now includes the city of Pasadena. The first formal meeting to adopt a town charter took place on November 9, 1888, with thirty-six residents present. On December 16th of that year it became an official City when over fifty percent of its citizens ratified incorporation by vote. In 1923, Pico Rivera annexed what is now Downtown Los Angeles and formed Parkdale which had a population of about 3600 people at the time including 3000 Germans living in Chavez Ravine and 6000 Japanese Americans living in Koreatown which were then both part of City Hall’s extraterritorial jurisdiction (i.e., outside any county boundaries). In 1924 Parkdale annexedMontebello which had a population of about 9000 people at the time including 4000 Italians who had left Montebello for East LA during World War I On October 6th 1915 Mayor James Waddell announced plans for annexation by West Hollywood into the city limits but no action was taken until 1917 when Measure B (an act to annex Beverly Hills) passed with 50% Of The Vote Finally after much back and forth between City Manager Harry Ahern and Councilmembers regarding annexation final approval within 24 hrswas given on October 17th 1917 making Pico Rivera an official city Limits
