The California coast guard gift history goes back to 1923 when the first Gift of Life boat, " Lucky", was donated to the Coast Guard. The Coast Guard has continued to make gifts of life boats and other types of marine equipment ever since. In 1951, the Coast Guard cadet corps was established and a gift from General Motors Corporation in support of the program was made. In 1984, the first full-time coast guard station was constructed at Pinole Harbor. The present day Coast Guard Station at Pinole Harbor is one of the most important on the California coast. It provides emergency services such as rescue operations, search and rescue missions, and law enforcement. In 1992, a new state-of-the-art facility for training officers and firefighters was built at Pinole harbor which is now used by both the California Department of Forestry and Fire Protection (CalFire) as well as other agencies throughout Southern California. This facility helps improve response times for rescues in difficult situations. Another significant donation in this category came in 1999 when KLM Airlines gave $1 million to help purchase two new helicopters for use by CalFire personnel during wildfires across Northern California. Since its establishment in 1923, the Coast Guard has been an important part of coastal communities throughout Southern California. By providing emergency services such as rescue operations, search and rescue missions, and law enforcement; they have helped make these communities safer communities that enjoy their coastline each summer time.

Pinole, California is a small town located in the Central Valley of California. The population was 8,868 at the 2010 census and it is part of the San Francisco Bay Area. It is home to a number of historic sites, such as Mission Dolores and Presidio Hill. The area that would become Pinole was first settled by Native Americans in the late 18th century. In 1846, Rancho San Pablo was formed from land concessions given to Juan Bautista Alvarado and his brother Manuel Nieto by Mexican governor Antonio López de Santa Anna. The rancho ran for about 120 miles from Sacramento to Sonoma County. In 1876, George Hearst bought Rancho San Pablo and incorporated it into what would become Hearst Oil Company’s southern Californian holdings including parts of today’s Vallejo and Pinole counties. In 1886, Hearst sold much of his business interest in California to Edwin Momyer who renamed it Southern Pacific Railroad Company after he merged all its eastern divisions into one company controlled by him (Southern Pacific Railway). This gave rise to the name “Pinole” which honors José Altamira Cámpora who served as general manager of SP Railways District No 1 (now known as Northern California) from 1903 until his retirement in 1923. A post office called Pinole was established in 1897, but no mail ever reached it because there wasn’t a railroad running through it. In 1906, incorporation occurred for what became known as the Town of Pinole when panhandlers founded an encampment on Northshore Drive on present-day day Market Street near Highway 101W for begging customers along with other local organizations like libraries and Girl Scouts during their summer programs. As more people started moving into the town from surrounding agricultural communities such as Menlo Park or Pleasanton, social services became necessary so that these new residents wouldn't get lost amid all the new development going on around them. A water tower/pump house built in 1908 stands today next door to former Supervisor Donahue Elementary School acrossidden Hwy 101E between Adobe Road and US 101W
On May 25, 1846, California became a U.S. state in the Mexican-American War. The following year, Mexico ceded control of the land to the United States and on January 6, 1850, California became an American territory with its own government. On November 8th of that year, the United States adopting Gold Rush era eugenics policies announced its intention to rid America of "undesirable" races by means of selective immigration and sterilization programs. This led to many Chinese immigrants coming to Pinole in search of work during this time period.
