Pinole is a small, rural town in the San Joaquin Valley of California. The population was 7,052 at the 2010 census. It is located about 22 miles (33 kilometers) east of Fresno and 37 miles (53 kilometers) north-northwest of Stockton. The first Europeans to visit Pinole were Spanish missionaries in 1776. The name "Pinole" comes from an Año Nuevo map which Captain Juan Bautista de Anza made during his fourth attempt to find a new route to California in 1804. The name may have been derived from the Mapuche word "pinellal", meaning "a place where pines grow." In 1835, General Mariano Guerra founded the town on land grants he had received from José Joaquín Alvarado, governor of Sonora. In 1869, independent ranchers named John Coston and Lorenzo Saunders established themselves in Pinole after buying some Rancho Pinoleán lands west of Mission Pass east of present-day Southgate Avenue. On December 5, 1870, they voted 8-3 to create a Town Council with Mayor Wm. Halsey as its first chairman and sell deeds for lots near what is now Main Street and Railroad Avenue within the limits proposed by the council's members; this was done despite opposition by two other ranchers who hadPurchase tracts adjacent to their holdings that would have given them veto power over Town Council decisions. On February 9, 1871, Mayor Halsey vetoed a bill proposing that all citizens vote on all matters except marriage; this proposal was defeated 4-1 with only one member abstaining due to illness at the time. The first people to live in what is now Pinole were Missionaries who came from Mexico around 1621. They built a mission and named it San Francisco de Asís after their leader, Fray Francisco de Asís. Mission San Francisco de Asís was abandoned in 1769 by order of Governor José Joaquín Friar Cabrillo because of its size and costliness. In 1821, James Fenton discovered oil shale near what is now Pinole while exploring for mines in southern California. He leased land from José Antonio Alvarado y Costilla to drill for oil and found that sandstones had been exposed to water depths greater than he had expected. The discovery led to an industry which developed around extracting oil from shale until 1915 when production was discontinued because of over-pumping of groundwater caused by several new industrialization projects nearby including Refinery No. 5 on Cannery Row and other nearby plants which increased production too much for the resources available; these developments also destroyed many homes and agricultural lands along with marine life nearshore that supported fisheries as well as threatened coastal communities such as Point Reyes Station with no way to stop them apart from prohibitively expensive government regulations that made it difficult or impossible for companies like him to extract anything worth exploiting without damaging or displacing local populations who relied upon those resources for their cultural sustenance rather than becoming wealthy capitalists).
