It is part of the San Francisco Bay Area and is the easternmost incorporated community in Southern California. The first European to visit Pinole was Gaspar de Portolà on November 8, 1769, during his journey from Monterey Bay to Santa Catalina Island. He named it "Avila" after one of his companions. A Mission San Antonio de la Penitencia was founded in 1821 by Father José Altamira and Capuchin friar Fernando Téllez y Aguayo. In 1846, Mexican land grants were made available for settlement in what is now Pinole Township or East County; many people from Coalinga moved there because of this opportunity. In 1851–52, a Methodist church was built and services began on October 1st; it later served as the Main Street School until 1913 when it became anCovenant Hall under the supervision of the Pinole Presbyterian Church (now known as First Baptist/Chinatown). In 1886, John Sutter arrived in California with his family and started Rancho Sacramento del Valle which included present-day Pinole. The first post office at Pinole opened in 1888 and continued serving until 1907 when it replaced Anza Post Office #1 on North Shore Drive In 1911 residents voted to change their name to "Pinole". A group of men led by resident Bob Cook decided that they would like all their townships throughout Northern California'sSan Joaquin Valley to have one name only - so they came up with "Pinole" - becoming finally official with a vote on February 11th 1912 On May 1st 1915 voters approved Measure V which granted income tax credits (later renamed Proposition 13) specifically for agricultural production within 640 acres around present-day Niles Cove Road south of Highway 101 inside unincorporated territory currently belonging to Livermore Valley Regional Airport District

They were followed by Spanish people in 1821, who built Mission Concepción de Anza along the present-day eastern border of Pinole. A Mexican land grant called Rancho Santiago was granted to José Manuel Arguelles on December 13, 1846 by Governor Pio Pico following his purchase of Rancho Rinconada from Juan Bautista Alvarado. In 1855, Californios created Rancho Guadalupe y Costilla within their ranchos for cattle raising and grazing purposes. In 1863, John Sutter arrived at what is now Pinole with his fambly and founded Sutter's Mill which became one of the largest flour mills in California. The mill operated until 1951 when it closed due to competition from newer mills throughout California. George Hearst opened an newspaper business here in 1886 known as "Hearst's Weekly". Heralding new era of growth for this small town during that time period (it had been little more than a hamlet), Hearst quickly moved his printing press out of his home into larger buildings on Donner Street across from the post office in order to serve as a center for all things local including social events and news gathering around the clock during election season nationally important matters such as congressional hearings etc...
