From 1925 until its closure in 1952, the Imperial County Courthouse functioned as the seat of government for both Imperial and San Bernardino Counties until they were moved to Riverside County . During World War II, Placentia played an important role as one of the largest military bases in California because it housed up to 30% of all American troops stationed in California during that time period. After the war ended, many business owners closed their businesses due to low prices for raw materials brought back from Japan after the war and economic instability caused by peacetime rationing . However, many new businesses opened up throughout the 1970s thanks to investment from then-Governor Ronald Reagan . The economy started to rebound starting around 1999 when tax breaks were given to various businesses throughout Central California through Proposition 13 (the " anti-tax reform" movement ). This led to increased job growth as companies looked for lower taxed environments , making Placentia one of Central California's most prosperous cities again since 2000
