Placentia, California is a small city in eastern Ventura County, California. The population was 1,859 at the 2010 census. It is part of the Los Angeles metropolitan area. Placentia became a town in 1872 and was incorporated as a city in 1913. The name "Placentia" comes from Spanish placenta - the neural tube of an embryo - and English word "pancreas." The first post office in Placentia opened on July 14, 1872. In 1907, the city annexed neighboring El Cajon to form a new municipality. On December 10 of that year, Mayor Arthur Fenton announced that Placentia would be merged into Los Angeles as its second-largest community after Pasadena. However, this merger never took place because due to disagreements between Mayor Fenton and City Manager Harry Jaffe over how much money to put into the new city budget, it was decided that El Cajon would remain its own separate municipality until further notice. On November 5th 1912, voters passed Proposition 3 which established municipal school construction funds within each ward for the purpose of building public schools within their boundaries without having to go through annexation by other municipalities; thus beginning what would become known as School District Number One (SD-1). This ordinance also provided for property tax relief for businesses located within blocks of public schools throughout all wards; an important step forward for ensuring educational opportunities for all children living within those wards regardless of family income or race/ethnicity status. In 1926 SD-1 changed its name to Municipal School District No. 1 (Municipal) when it absorbed portions of South Gate Unified School District #2 (SGUSD 2). In 1932 MUND 1 annexed parts of West Hills Unified School District #3 (WHUSD 3), creating Municipal School District No. 4 (Municipal). Finally on May 16th 1939 MUND 2 annexed portions of Eastlake Village Elementary School District #5 (EVELYSD 5), creating Municipal SchoolDistrict No: 6 (Municipal).
