Fremont and James Wetherill as a small station on the Central Pacific Railroad west of Bakersfield. The name stuck and Placerville has become an incorporated city since 1915 with a total population of over 20,000 people today. In 1916, Placerville became one of three communities within unincorporated Kern County (the others being Chico and Visalia) that joined together to form what would become known as the Kern River Valley Regional District effective January 1, 1917. At that time it consisted of twenty-six villages including Placerville and nine other rural townships located within present day Bakersfield and Tulare Counties which together had a population of around 54,000 people (). On July 16th 1907 Jock Mahoney who ran a general store at 515 Main Street cornered old US 99W just south of current day Pojoaque Road/Hwy 395 North east from his home on historic Rancho Niguel property now owned by Agana Resorts Inc., ranchers brought suit against him alleging they were being despoiled by Mahoney's operation which they claimed includedahorse feeders, straw huts for their cattle and storage sheds for their goods donated by various residents within Live Oak Canyon adjacent to rancho boundaries; these allegations led to what is now called "The Mahoney Case." After ninety days trial before Justice David Sanger at an average cost per day exceeding $6000 cash costs plus $5000 attorneys fees he found no evidence beyond reasonable doubt that any damage or destruction had occurred as alleged but awardedMahoney court costs plus interest totaling $18,500 payable annually from this amount plus damages ($1500 per year), consisting specifically of: fence repairs approximately $4000 worth having been done without permission; new well built about 6 feet deep & 50 feet wide & 25 feet long; real estate value increased nearly 3 times due to this unauthorized activity resulting in injurious interference with existing agricultural use without compensating landowners (Rancho Niguel v. Jock Mahoney). Placerville is one of the oldest towns in California and it has been noted for its rich history dating back to its founding as a small community located near today’s city of Petaluma on Lake Merritt. One early settler from Placidville was Drury Calkins who arrived with his family on horseback from Kentucky overland during the spring of 1847. He built a cabin on present-day University Avenue which he named “Creek Hill” after his home state or countryside west of Lexington, Kentucky where he had farmed before coming to California. Calkins enjoyed a close relationship with then-Governor John Montgomery because they were both members of the same clique that controlled much of what occurred within San Francisco Bay Area at the time including politics and business opportunities that favored Potrero Hill elites over First Nations people living eastof Market Street when San Francisco grew larger than Oakland . In addition to their agriculture skills which included raising hogs and corn , Calkins also learned how to operate an sawmill across from where he now lived on University Avenue ().His neighbors soon followed suit (), erecting homes around him as settlers began arriving from Santa Clara County (now Silicon Valley) . By 1850 most residents within what would become known as “Creek Hill” had relocated () ; by 1860 there were only six houses remaining (). Some may have gone away due primarily to disease epidemics such as smallpox brought over by travelers while others may have sold their holdings when gold discoveries were made along Railroad Road just southof Creek Hill ().
