Placerville was founded by Theophilus L. Smith in 1849 as a small community on the southern slopes of Mount Diablo. The town quickly grew, and in 1857 it became one of the first California towns to be incorporated as a city. Placerville enjoyed a strong military presence through the years, with soldiers garrisoning the area for defense against Native American raids and hostile Mexican settlers. After statehood in 1850, Placerville continued to enjoy high levels of economic success, thanks in part to its location on the railroad line that linked Sacramento and San Francisco. However, during the late 1800s and early 1900s Placerville saw significant growth rates decline as other nearby communities emerged with moreatoinful businesses and citizens. This stagnation led to tension between locals over issues such as public spending priorities, taxation policies, zoning changes, traffic congestion, development plans and land use decisions. In 1916 Mayor John Ahern announced his plan for a new downtown district which would incorporate most of what is now plazuela Avenue into the city limits. However, this proposal never came to fruition due to objections from many residents who felt they had been left out of key decision-making processes. In recent decades Placerville has experienced steady population growth thanks to immigration from China and other Asia Minor countries; however much of this growth has come at the expense of older neighborhoods that have seen their populations shrink or decline since 2000. Many residents feel that they are not being given enough say about how their community is developing or about future plans for their neighborhood. Despite these challenges, there remain some people who see value in continuing to live and work within the boundaries of Placerville despite its history
