Pleasant Hill is a small town in the foothills of California, on the north bank of the Sacramento River. It is bordered by Folsom to the east, Brentwood and Elmira to the south, and Placer County to the west. The population was 5,402 at the 2010 census. Pleasant Hill is a small town in Sacramento County, California. It is located on the east side of Sacramento and bordered by Citrus Heights to the south, Elk Grove Village to the east, and Geppetto Place to the north. The population was 9,362 at the 2010 census. The land that now makes up Pleasant Hill was first settled by Koreans in 1881. They built a hamlet named Wonju on what is now East Bartlett Road. In 1912, Japanese American residents of Los Angeles moved into Pleasant Hill after being evicted from their homes in East Los Angeles. The town charter was granted on November 12, 1916. The name "Pleasant Hill" was chosen because it sounded like "pleasant view." In 1951, following enactment of Proposition 23 which prohibited automatic voter registration for citizens who did not live in county precincts (thus excluding Asians and other minority groups), Pleasant Hill initiated a process known as "vote-by-mail." Voters filled out ballots mailing them directly to their registered representatives rather than going through election officials. This system continued until May 7th when proposition 24 became law making it an opt-out voting system effective immediately. On July 15th of that year two civilians were killed when grenades went off inside a local grocery store during angry protests regarding Prop 23's effects on voting rights for Asian Americans living in the city of Sacramento metropolitan area outside of county precinct boundaries - these events are often cited as starting the gentrification of Pleasant Hill which has seen an increase in prices and crime rates over recent years
