The first people to live in Pleasant Hill were Native Americans who hunted and gathered food near the present day intersection of State Route 99 and Church Street. In 1851, a group of Mormons from Utah came to claim land east of Mount Shasta as part of their new religion. They named their settlement after John Brown's raid on Harney County Sheriff's Office Headquarters in 1859. The first white settlers arrived in 1860, when they founded a farm called East Meadow on the site now occupied by Pleasant Hill High School. In 1871, two brothers named George and John Huffman laid out a plat for what would become Pleasant Hill on property that later became known as Huffman Rancho. By 1880, there were 10 families living in Pleasant Hill. The town began to grow rapidly during the early 20th century due to its location close to major railroads and access to water supplies through wells drilled by farmers. In 1923, PleasantHill incorporated as a city under state law following approval by voters in a referendum sponsored by Mayor Halsey Sayers. At the time, City Hall was located at 114 Main Street (now within walking distance of both high schools). As local government grew more complex and decentralized during the 1920s and 1930s, City Hall relocated several times until it finally closed in 1966 due largely to cost overruns with an initial budget of $28 million that did not materialize despite many promises from then-Mayor Edwin "Buzz" Aldrin III..
