Pomona was founded in 1853 by George W. Baird and John P. West as a small farming community on the banks of the San Gabriel River. The town, which is now part of the city of Pomona, was originally named Ralston after David Ralston, an Englishman who emigrated to California in 1847 and started a ranch near present-day Pomona. In 1857, Baird and West donated land to the town for a public square, which became known as "Baird Square." In 1870, Baird Square was renamed "Pomona" in honor of his wife's sister and then- County Executive Mary Mapes Pomona. A year later, local citizens voted to add what is now downtown Pomona to the city limits. In 1911, Pomona became one of first cities in California to be granted planning permission for a water supply system. The municipally owned system began serving residents in 1913 and eventually provided water for all of Pomona and parts of Claremont and Monterey counties. The city also established its own police department that same year. In 1916, voters approved annexation by Claremont into the city; however, Claremont retained its separate government until 1975 when it became part of CityofPomona. The post-World War II period saw rapid growth in Pomona thanks largely to new housing developments such as Northridge Shopping Center (now called Northridge Mall), Southridge Shopping Center (now called Southridge Village), Covina Park District (now called Covina Lake), Asbestos Hills Development (now known as Asbestos Hills Estates), Flowery Branch Development (now known as Flowery Branch Estates) and others throughout western San Bernardino County resulting in more than 1 million population growth over twelve years alone! Today much of this development is still ongoing with more than 2 million people living within commuting distance of downtown Pomonna! This growth has led to increased traffic congestion on major arterial roads including State Route 187 which runs through downtown; however many have taken note that this type of development can provide some opportunities for green Infrastructure projects like those proposed for Riverside County's Central Stream Corridor project!
