Port Hueneme is a city in Contra Costa County, California, United States. The population was 46,384 at the 2010 census. It is the county seat of Contra Costa County. The city was founded in 1853 by Captain John Sutter and his wife Maria del Carmen Portillo as a formal landing for their ship, the " Sacramento ". The first post office in Port Hueneme opened on July 10, 1853. The name of the town was changed to Hueneme in 1865 after it became part of Contra Costa County. In 1893, the first electric streetcar ran through the town. In 1912-1913 an experimental hydroelectric power plant operated by Southern Pacific Railroad was built at Point Richmond along with a dam and reservoir across from what is now City Hall Plaza. The plant closed in 1914 and all but one turbine were removed before it became submerged under water during Hurricane Bob's flood of 1913 which destroyed most of downtown San Francisco Bay Area; however only two turbines remain today at Diablo Falls State Park near Livermore CA In 1915-1916 an unsuccessful effort was made to build a large military airfield east of town using land acquired from Winton Malin Company (the builder of Candlestick Park). A few years later when World War I began, plans were drawn up to build an airfield just north and east of town on what is now US Route 1010 close to where Kaiser Air Force Base once stood; however this project also failed because no money could be raised for it even though many farmers offered their land. In 1925-1926 another large attempt was made to build an airfield northeast of town adjacent to what is now PCH Airport but again no money could be raised so it never happened either. In 1936-1937 port authority officials developed plans for a new harbor that would include a large pier and terminals on both sides of Harbor Boulevard opposite City Hall Plaza; however these plans also failed due to lack of funding or engineering difficulties which continue today as part Ofport Harbour Today Incorporation has been formed with support from citizens who are trying revive these old plans . An Interurban Railway line called "The Ports" traversed centralHueneme from 1906 until its closure in 1953 . It connected Oakland with San Francisco via Antioch , Fremont , Milpitas and Redwood City . First services started on November 1st 1906 running north then southbound parallel to Interstate 80 until 1951 when tracks stopped south of Decatur Street near Redwood City Center
