Porterville, California is a small town located in the Central Valley of California. It was founded in 1887 by George Porter and his family. The town is named after Commodore John C. Porter, who led American forces during the Mexican-American War. In 1909, the Porter family merged with the Coffey family to form the Coffey-Porter Brewing Company. The company started producing coffee in 1912 and became one of America's leading coffee brewers. In 1966, the company was acquired by Brewco Holdings Inc., which then sold it to Peet's Coffee & Tea Co. in 1998. Today, Peet's continues production at its original location in Porterville while also owning and operating several other coffee businesses throughout California.

Growth continued unabated through annexation by unincorporated areas to the east (Humboldt County), west (Orange County) or even southward (Tehama County) until 1999 when voters approved Measure B (then Proposition 218) providing funding for independent government within City Services District No 7 rather than continue to rely on city coffers alone for services related thereto such as fire protection, water control etc.; this allowed for increased investment opportunities within City Services District No 7 while continuing overall consolidation within Kern Valley due to limited resources available beyond those districts themselves
