Poway is located north of the city of San Diego and east of Carlsbad Caverns National Park. Captain Francisco Elizalde explored what is now Poway on July 19, 1769 while searching for land grants from King Charles IV of Spain as part of Rancho San Miguel de Arroyo Seco concession granted by Governor José Joaquín de Alvarado. The town was founded on November 12, 1853 by James Waddell and other pioneers who laid out a road and named it after General Antonio López de Legazpi's victory over Native Americans at Buena Vista Hill on October 26, 1847. With its annexation into San Diego came an increase in development pressure which led to some controversy within Poway about whether or not to become an urban center; however, Mayor Donny Hathaway decided that it would be better suited as an agricultural community and so Poway has remained rural ever since.
