In 1865, the United States Army built Fort Point at Red Bluff for use as a naval battery. As Fort Point became more important, the community grew increasingly dependent on government assistance. In 1868, local citizens voted to secede from Humboldt County and form their own state known as California. In 1870, Captain Folsom donated land for a courthouse and jail near what is now downtown Red Bluff. The courthouse opened in 1872 and served as the town's main court until 1905 when it was replaced by the current courthouse which stands today on Chief Justice John Marshall Square across from City Hall
