The National Guard of California, often called the Rialto Guard, is a service organization in the state of California. The first unit to be organized as a national guard was Battery A, Company D, 1st Battalion (Rialto), California Volunteers on December 14, 1861. In 1911 the National Guard of California became an armory branch and organizational Headquarters moved from San Francisco to Emeryville. That year also saw the organization of the County Sheriff's Department as part of the regiment with Company C formed that year. In 1932 both organizations were consolidated into one command under Brigadier General John L. Lewis who served until his death in 1935. From then until 1951 there was no single commanding general for both organizations with Lieutenant Colonel James M. Shea taking over as Commanding General from 1951-1957 and Brigadier General George H. Thomas succeeding him from 1957-1965 when he retired at age 70 years old due to illness; Thomas' last appointment was Commander-in-Chief at Fort Irwin during Desert Storm in 1991 when he died suddenly after a long military career). In 1965 Lieutenant Colonel Oscar Estrada became Commanding General effective July 1, 1965 which lasted until 1976 when he retired due to ill health; Estrada's last appointment was Commander-in-Chief at Candlestick Point Naval Air Station where he died on October 5th 1996 after a long naval career). After sixteen years of command by Lieutenant Colonel Oscar Estrada there passed through Army Major General Harry Biver who succeeded him on January 3rd 1998 effective February 10th 1998 while Biver had been Acting Commander since November 13th 1997 upon Major General Harry Biver's installation as commander ahead of his permanent replacement later that month William J Hogan Jr.. On September 15th 2000 Hogan took over command following Early Day Retirements for both generals leaving command vacant for three months prior to Hogan's installation onNovember 17th 2000 which led to his being selected as CommandingGeneral effectiveJanuary 3rd 2001 instead opting for former Marine Corps LtCol Charles Weems who had been acting commander since November 13th 1997 pending nomination by Governor Gray Davis before being confirmed by the state senate and becoming lieutenant colonel effectiveJanuary 3rd 2002 instead appointing MajGen Donny DeAngelis who took over January 3rd 2003 until May 9th 2003 when DeAngelis resigned citing family reasons;DeAngelis' last appointment was Deputy Commander at Joint Base McGuire--Dellport where he died on May 9th2003 after a long military career). In August 2003 it was announced that Col Donald Wilshere would succeed De Angelis and would serve concurrently with Major General George H Thomas Jr., interim commanding general pending nomination by Governor Schwarzenegger making Wilshere CommandingGeneral effective September 15 th 2004 which lasted until March 7 th 2005 when Tom Torlakson took over command following early day Retirements; Torlakson's first assignment wasCommandingGeneral Southwest Asia theater forces having previously served simultaneously withmajor general Henry Miller during Operation Neptune Spear in Afghanistan from2001 -2002) On April Fool’s Day 2006 an act honoring all Californians serving in either uniform or civilian roles within Iraq and Afghanistan caused several traffic accidents around Rialto involving members of the National Guard including those driving motorcycles customarily used by Guardsmen while their vehicles were parked next to businesses not authorized to have Defense contractors displaying their services outside .
