The Richmond National Military Park was established in 1920 as the Army's first national military cemetery. The park is located on a bluff overlooking the San Francisco Bay and has more than 20,000 graves of serving American soldiers and their families. In 1940, the United States War Department announced plans to relocate the military cemetery from Stockton to Richmond. The decision to move came after World War II ended and many of the veteran's remains were repatriated from Europe. In 1945, Arlington National Cemetery became available in Virginia and it was decided that General Robert E. Lee's remains would be interred there instead of at Richmond because Arlington had a larger population of veterans and more infrastructure for dealing with funerals.
