The Coast Guard has been in Richmond, California since 1879. The first organized coast guard unit was created in 1879 and patrolled the Pacific coastline from Point Conception to Monterey Bay. In 1924, the first building for the Coast Guard’s Headquarters was constructed on current site at First Street and Kearny Avenue. The headquarters served as the Coast Guard’s command center until 1952 when it moved to its present location on First Street and Waverly Avenue. In 1976, a new $16 million facility was built adjacent to the old Headquarters complex that houses both the Headquarters and Commandant’s Office. This building is also home to the Administration Building which house all of the agency’s offices and units. In 1984, a new $50 million barracks/unit was built within First Street Naval station that serves as both an administrative area for commandantsandunitsanda housing area for crewmembers of ships based at Naval Station Richmond. This project was funded by voter approval of Proposition 103 which provided funding for military construction on Navy property along with other related projects including a new firehall and replacement of older buildings on Commonwealth Drive near PG&E Center. The barracks/unit is currently under construction and should be completed by fall of 2010. Since 1978, when Richmond became part of Contra Costa County, there have been efforts to develop coastal security through funding from agencies like Homeland Security Department through grants AND contributions from local businesses who share their concerns about potential threats along our coastline such as drugs or terrorism-related activity . A recent example is Richmond's participation in "Coastal Challenge" program which provides training opportunities for police officers from various agencies across Northern California in law enforcement procedures specific to coastal areas In summer 2009 a detachment (3rd Battalion) San Francisco Fire Dept commemorative plaque honoring members killed during 9/11 terrorist attacks will be unveiled at Terminal 4 Maritime terminal next door where they were employed every day fishing off Pier 39

The first people to live in what is now Richmond were Ohlone Indians who hunted and gathered earthworms near present-day Hercules Park. The first permanent European settlers were Spanish Franciscans who founded Mission Dolores in 1821 on land that would later become Richmond. Creator Juan Bautista Correa granted an Rancho Santa Clara de Aragón to Jose Sanchez in 1825. In 1851, Richmond was incorporated as a town based on the recommendations of a county commission chaired by Governor John Goodwin Foster. The City's growth accelerated during World War II due to its proximity to naval yards at Stockton and Fremont shipyards and its position along Interstate 5. After the war ended, Richmond grew rapidly with new housing developments being built along Interstate 880 (the "Highway of Dreams"), becoming one of the most populous cities in California by 1970. In 2000, Mayor Willie Brown announced his candidacy for re-election against then-Lt Governor Gavin Newsom but lost despite outspending Newsom by $5 million dollars less than Brown had raised from individual donors combined

In 1917, the United States Coast Guard was created as a result of the US War with Spain. The first coast guard stations were established at Nantucket and Rhode Island. On 1 January 1920, the Coast Guard became an Field Service organization under the Department of Defense. The Coast Guard Districts were activated on 16 December 1924 and changed their name to Sector Districts on 1 July 1925. The first Chief of Staff for the Coast Guard was Admiral John W. McCain who served from 1926-1929. In 1930, Commander in Chief Rear Admiral John Jervis assumed command of all services within the Department of Defense and made Coastal Guards one of his top priorities as Assistant Secretary for Marine Affairs (Aportes). On 15 October 1933, Assistant Secretary Aportes placed Commandant Francis Egan in charge of all services within the Department of Homeland Security which later became known as DHS. In 1935 Commander in Chief Rear Admiral James Laya assumed command over both Services and enlarged Sector Districts to three sectors each while also creating a new National Security Division which housed all aspects of coast guard operations including intelligence gathering and counterintelligence activities along with law enforcement responsibilities
Richmond is a city in western Contra Costa County, California, United States. The population was 116,821 at the 2010 census. It is the county seat of Contra Costa County and it has been the home of the Richmond Museum of Art since 1959. The first inhabitants of what is now Richmond were Native American people who lived along the banks of the river mouth where it emptied into San Francisco Bay. The area that became Richmond was part of Alameda County until 1853 when it became Contra Costa County. In 1871, a group of businessmen organized as the City fathers to improve land east of downtown and they named the area "Richmond" after Queen Victoria's new home at Windsor Castle. In 1882, a group led by James Mapes bought some land north and east of downtown for $5 per acre (2 km²). They developed their new town on what is now Interstate 680 between Novato Boulevard and MacArthur Boulevard near Point Reyes Station. This community was known as East Richmond until 1902 when West Richmond took over because East Richmond had become too expensive to maintain. In 1906, heavy fighting during World War I resulted in millions lost in property damage and casualty costs in Contra Costa County alone; this made Rich-mond one of most damaged communities in America during that conflict. Despite this damage, many businesses continued to open throughout prohibition period due to its cheap alcohol prices which contributed to its nickname "the Alcohol Capital Of The World". In 1920/1921, construction began on Interstate 80 from Oakland through Concord and then down into Berkeley Heights via Moraga Avenue before terminating at I-80 about 2 miles (3 km) south of today's University Circle intersection with Interstate 580. This major highway Blamed Richardson for creating an environmental disaster by promoting subdivisions on high ground which would be subject to flooding if mainline water levels rose too much; however these subdivisions have since been replaced by more affordable housing developments across leafy streets near parks or creek crossings
