The Riverbank National Guard was organized on November 10, 1916. The first unit to be activated was the 4th Battalion, California Volunteer Infantry (CVI). The CVI served in World War I and were discharged in 1919. On February 14, 1920, the 1st Battalion, California Volunteer Infantry (CVI) was activated and served until 1923. On July 9, 1924, the 2nd Battalion CVI was activated and served until 1931. On May 26, 1933, the 3rd Battalion CVI was activated and served until 1935. On October 6 of that year, the 4th Battalion CVI became a fully fledged regiment with Headquarters at riverbank barracks. It also transferred from Camp San Fernando to Riverbank barracks effective November 10th.

The first Europeans to explore and map the area that is now Riverbank were Juan Rodríguez Cabrillo and his friend, Marcos de Niza. The area was first known as Anza Baja, or Queen's Bay. A mission was founded in 1769 by Father Francisco de la Rúa on the site of present-day Encinitas. The Mission San Pedro Rey served as a point of embarkation for goods shipped up the California Coast from Mexico City. In 1821, the United States acquired Rancho Laguna Seca from Mexican businessman José Antonio Regalado for $5,000. In 1833, Captain John C. Fremont discovered gold in what is now Riverbank when he explored southern California looking for a route to Oregon through Nevada. In 1848, following Gold Rush mining operations at Sutter's Mill in Northern California., Congress created the Ulysses S. Grant National Monument to encompass all of Calaveras County including present-day Riverbank and adjacent portions of Unincorporated Monterey County In 1909, Olmsted Brothers landscaped one block of what is now Riverbank Boulevard with formal gardens and parkland; it remains one of their most well-known works in North America During World War II, many military barracks were built along Canal Street between Market Street and First Street (now part of University Avenue), south of where I-405 currently meets Interstate 5 American Airlines Flight 77 crashed into the west sidebound lanes on I-405 near University Avenue just north of Canal Street on September 11th 2001 killing all 57 people on board
