In 1915, Mayor Manuel Miranda issued a proclamation designating Riverside as an International City because it had become an important center for trade with Asia and its growing population made it eligible for World War I draft registration based on its location at the junction of several railroads serving Southern California. After the war ended, growth continued with new businesses being established along with new housing developments such as Lakeshore Heights and Westchester Drive which are still prevalent today. The late 1920s through early 1930s saw several big changes occur within our community when we became home to two segregated schools – Northridge High School (now Northridge Community College) on State Street between First Avenue (then 5th Street) and 16th Street during those years while Our Lady’s High School operated on Park Boulevard north of Interstate 10 between Olive Avenue (then 4th Street) and University Avenue (now 6thStreet). This period also saw much incorporation activity which resulted in adding streets like Sather Boulevard south from State Streets forming what we know today as “The Crescent” area east of I-10 including parts now known as Elysian Heights, Glencoe Hills/Everest View Estates/Hollywood Hills etcetera Today’s Downtown “City Center” started developing primarily due to freeway construction that took place starting around 1960 across portions now occupied by Grandview Terrace northward from Glendale Boulevard while Sunnyside Meadows extended westward from Dove Canyon Road across Orange Grove Road into Douglas Creek before ending at Newport Beach Blvd., just east off US 101
