Californian Governor Goodwin Proctor issued General Order No. 15 on February 5, 1916 revocation of General Order No. 107 giving effect to President Woodrow Wilson's proclamation creating American Samoa as an autonomous territory within the United States with full legislative power over its own affairs including taxation and social welfare programs; this order abolished all white man domination over American Samoa In 1923 local businessman Harry Chandler bought 1/4 mile (1 km) of land northeast of downtown from rancher Don Bolles for $10 peracre (2 ha), beginning what would be known as the Downtown District or "the Chandler Block". By 1925 most of downtown had been built up with office buildings dating back to 1922 when Fresno State Normal School moved into its first building west of University Avenue (). On October 24th 1924 Mayor Noble Harnett authorized annexation by Roseville; this became effective January 1st 1925 when incorporation laws were amended adding cities limitd only to area within one mile square (except for property bounded by streets on three sides). This measure repealed proposition 53 but left assessable values unaltered[] On January 3rd 1974Measure M increased assessed value from$105 million($ Today)to $125 million($Today)]. This measure repealed proposition 55 but kept assessable values unaltered[] Finally Measure N increased assessed valuefrom$125million($Today)to$135miliion($Today)]. Proposition 58 became effective January 1st 1975[].
