Roseville is a city located in the County of Sacramento, California. It was founded on November 3, 1871, by Dr. George W. Rose and Mrs. Elizabeth Cady Stanton as the town of Roseville Heights on the eastern slope of Mount Diablo. The townsite was bounded by present-day Interstate 5 to the north and west, Folsom Street to the east and south, and Capitol Hill to the southeast. The first post office in Roseville was established on January 15, 1872; it was renamed East Bay City on February 10 of that year. On May 17, 1874, all of Sacramento County except for Roseville became part of California statehood under then-Governor Doniphan's bill signing ceremony at Cal Expo (now San Francisco). In 1875–76 when Mr. James Jansen began plowing land within what is now downtown Roseville for a new railroad station he named it after his friend Governor John Brougham – Brougham Station – but this naming rights were sold to Alameda & Southern Pacific Railroad Company president Hargrave Stone in 1880. A year later Stone donated funds to create a Roman Catholic church at Sixth and G Streets NW called Our Lady of Good Help which served as both an elementary school and parish hall from 1886 until 1953 when it closed due to lack of pupils; its site has since been occupied by various businesses including an unsuccessful bid for City Hall by Steve Berg in 2002 before being abandoned again. On October 6th 1888 Governor Stone granted cityhood to Roseville with 2 ½ pages of resolution providing: "We hereby give our hearty consent to become one united community with all its peculiar advantages." The first mayor was Drs George Wahlquist (1889–1902) who also served as treasurer/manager; during his two terms (1889–1902), rosevine had a population totaling 207 people with posts at 25 different businesses/houses including 7 stores/factories along 6 blocks between Seventh and Eighth Streets NW across from today's State Capitol building having no streetlights or vehicular access through any alleyways or streets until 1912 when A&S built lamps along G Street NW between Ninth Avenue SWand Tenth Avenue SWrendering vehicle access possible once more beginning nighttime operations then until 1967 when they moved back indoors again only making limited contact daytime hours plus 8pm−6am services; during Mayor Wahlquist's term there were also added 2 parks 1 playground 2 libraries civic center 2 schools

The city's first store was built on what is now Capitol Mall. In 1865, the Roseville and Northern Railway was founded, providing transportation to immigrants coming to the United States from Europe. In 1907, the city annexed parts of East Sacramento. In 1916, theRoseville Independent School District was formed and in 1923 it merged with Sacramento City Unified School District to form one large school district.
