The first election held under state law did not take place until 1870 because there were no ballots available due to local war shortages that year. On December 15th 1865, Abraham Lincoln was assassinated outside Ford’s Theater during his speech “To All That Is Sorrowful And Miserable”; Oak Grove Cemetery soon followed suit with burial services completed within two months due to lack of space at nearby Mount Hope Cemetery. This event had such a significant impact on Roseville that Mayor Augustus Crain proclaimed December 15th 1865 as “An Anniversary Day For Our City” which continued into today despite similar events happening all over Northern California every year excepting only three times per decade since then
