Roseville, California is a city in the Central Valley of California. The population was 17,569 at the 2010 census. It is located in Kern County. The first known permanent settler in present-day Roseville was George Sibley, who arrived on horseback from the Dakota Territory on March 13, 1847. He named his new land "New Hope" in honor of prospector John C. Fremont's exploration and discovery of gold near Sacramento the previous year. The town began to grow rapidly after settlers found fertile soil, water availability, and easy access to transportation available only a few miles away from their homes. By 1850, Roseville had developed into one of the largest towns in Kern County with over 1,000 residents and was home to several businesses such as mercantile stores and theaters. Roseville is a town in San Bernardino County, California, United States. The population was 33,868 at the 2010 census. The name honors General Rosecrans who fought in the Mexican-American War and the American Civil War. The first post office was established in 1892. The town began as a small settlement on the banks of the Arroyo Seco River near present-day downtown Roseville. It quickly grew to become one of Southern California's most important agricultural towns with plantations and other businesses that produced produce for local consumption and export. In 1906, when grapes were being grown for wine production in nearby Riverside County, Roseville became one of the first communities in southern California to appreciate winemaking as an industry andinburgh its own wine market (the only time this has ever happened). In 1915, when San Bernardino County became part of newly created Riverside County, Roseville became one of its original municipalities. As early as 1916 it had started developing plans for a new municipal center which would house both public buildings such as a library and fire hall as well as private residences. A few years later, on May 10th, 1920 (just two months after incorporation), Roseville erected its first mayoralty building - also known today as City Hall - at what is now First Avenue and Sahuarita Street. This building served until 1974 when it was replaced by another municipally owned facility which still stands today - City Hall Annex #2 (also known locally as "The Annex"). From 1922 until 1984, all city government activities took place out of City Hall Annex #2; however beginning on January 1st 1984 all city government functions moved back into City Hall where they currently operate today under Mayor Jim McDonnell's jurisdiction In November 1988 voters passed Proposition 187 which repealed state laws allowing illegal aliens to access public education through school districts within their borders; consequently, starting on December 1st 1988 all city services were taken over by then countywide Superintendent Tom Burnett who continued operations until his retirement effective July 1st 2000 . After more than two years of fighting and losing over 60% of their men – including many members of Lyon's original settlement – they surrendered on February 12, 1865 to General Grant at Goliad Barracks east of San Antonio de Bexar (now part of Houston), Texas; these men were pardonable as part of Reconstruction following America's re-emergence as a white majority nation starting with President Andrew Johnson's Emancipation Proclamation on January 1, 1865.
