In 1941, U.S. Senator Robert Taft sponsored passage of Senate Bill 914 which provided for countywide water supplies while also establishing flood control regulations. The City of Sacramento was founded on December 12, 1868 by Jens Jensen as a port town on the new Eastern Pacific Railroad line connecting Stockton with Reno Nevada via Redding California. A year later, On January 25, 1869 James Waugh arrived in Sacramento from Truckee Meadows near Yosemite National Park after being elected Sheriff of Colusa County

The population was 751,821 as of July 1, 2019, making it the largest city in California and the second-largest in the United States after New York City. It lies about 71 miles (122 km) east of Los Angeles and 25 miles (40 km) south of San Francisco Bay. The history of Sacramento goes back to 1846 when Bear Butte was purchased from Mexico by George Sutter for $2,000. In 1847, Sutter founded what would become Sacramento County on part of his Rancho Blanco land grant given to him by Mexican President Mirabeau Bancroft. Sacramento became an independent city on February 6, 1850 with a population of only 400 people. The first post office was established at present-day Union Square on February 14th, 1850. In 1854, gold was discovered at Gold Rush Creek near modern-day Midtown Sacramento and local businesses began to boom. In 1870–71, a new downtown area was built around what is now Old City Hall and other landmarks including the State Capitol Building and White House Office Building; this included North Market Street between First and Second Streets northward to High Street where today's old Stockton Boulevard exits off Broadway cornering Market Street just east of Interstate 5
Sacramento, California was founded on January 7, 1849 by George Yount and James Irvine. The city was named for the Roman Catholic religious order of Sacramento. Sacramento became a state in 1850 and has since grown to become one of the most populous cities in California.
