The Coast Guard has been a part of the community in San Buenaventura Ventura for over 100 years. The first organized coast guard service was established on May 10, 1887 by Captain J.S. Hawkinson with the help of five volunteers from Ventura. The early coast guard units were limited in their ability to protect coastal communities and only patrolled the open ocean. In 1915, the Coast Guard activated its own air squadron which provided airspace security for coastal communities and vessels. In 1935, an act was passed entitled "An Act To Regulate and Control Commerce within And Over The Outer Harbor Of San Diego" created the U.S Customs Service as a separate branch of the Coast Guard under the authority of President Franklin D Roosevelt's Executive Order 9102. This gave rise to the present day Coast Guard function of border security and enforcement against smuggling attempts by foreign nations such as Mexico and Central America. On July 15, 1958,Captain Don Luscombe became Commandant of the Coast Guard District 1 when he took command from Captain Sidney Sperling who had served since October 17th that year following his retirement at age 60 years old due to health reasons. Commodore Don Luscombe directed all aspects of our Department including patrol operations along both coasts; training new officers; maintaining equipment; providing support services to other agencies; managing resources; promoting homeland security through prevention programs;and developing new technology including radar sonar capability for patrolling our waters offshore looking for illegal fishing vessels Today’s Coast Guard is made up primarily of sworn Officers (Majors), Petty Officers (First Class), Citizens Corps Members (Citizen Guardsmen/ women) and cadets/students in various specialties including Electronics Technician III-A-1-4 Manpower - Patrol Vessel Services Squadron One (ETS-PVS-1), Field Radio Technician I-G-5 Radio Operator - Naval Air Station Miramar (FORT MIRAMAR), Helicopter Pilot I-(H)3 Helicopter Flight Officer - Helicopter Landing & Recovery Squadron Two (HLR2), Aviation Maintenance Machinist Mate Third Class E(AM3c) - Anacortes Marine Terminal Operations Center or AMCOTOC located at Anacortes Municipal Airport This paper will focus on gifts given to members of local coast guard service during different eras starting with Captain Don Luscombe's leadership in 1958 until today when we are focused on gifts given to members currently serving in district 1 Don Luscombe's Leadership: 1958-present Captain Don Luscombe was appointed Commandant on July 15th 1958 after taking over from Sidney Sperling who had served since October 17th that year following his retirement at age 60 years old due to health reasons . San Buenaventura Ventura is a city located in Ventura County, California. It was founded on December 21, 1847 by Captain José Nieto and his wife Margarita. The city has a population of over 150,000 people as of 2019. San Buenaventura was the first town in Santa Barbara County and has been called the "Gateway to the South". The city is known for its many beautiful parks, its white-sand beaches, and its relaxed lifestyle. The City of San Buenaventura Ventura began as an agricultural community that grew up around Mission Santa Clara de Asis. In 1847, Captain José Nieto purchased 8 acres of land from the mission's administrators and started to build a small town on it. The town name means "Beautiful Coast." At first San Buenaventura consisted only of single family homes and farmland. However, over time more businesses and residences were built along what is now Main Street. Today much of downtown San Buenaventura retains its original character withaderos (courtyards) housing century-old trees and wrought iron fences that protect against vandalism or fire; small streets make narrow alleys wind their way through picturesque neighborhoods; while blocks away older style homes still stand in close proximity to one another - unchanged by recent redevelopment efforts - indicative of how important it was for early settlers to maintain close ties with their neighbors across the water.

In 1847, San Buenaventura Ventura was founded by Jose de la Cruz and his wife Marcela. The town was named for the Spanish city of Valencia, which had been destroyed in a fire. Valencia had been the capital of southern California for more than 200 years, and it was known as the "City of Gold." The city's wealth came from its many mines, including the Sacramento Mine, which produced over $2 million in gold in 1849. The population of San Buenaventura Ventura grew rapidly during the late 1800s. In 1878, there were over 1,500 people living in the town. By 1897, the population had grown to 3,000. The town prospered until 1906 when a devastating fire destroyed most of it. san Buenaventura Ventura slowly recovered after that event but never regained its former glory.
The first European to visit the area was Gaspar de Portolà, a Franciscan Friar, on October 24, 1542. The Mission San Buenaventura was founded in 1769 by Father José Altún and Father Francisco Xavier de la Torre. Today, the mission is home to an Apostolic Nunciature and it is also known as the "Church of Saint Augustine" because of its founder. In 1847, Mission San Buenaventura became part of the U.S. state of California when it was transferred from Mexican control to America.
