In 1840–41the Mexican government established a military garrison at San Buenaventura after noticing an increase in piracy off the coast of California. This caused many local people to flee their homes and join forces with the Mexican army in order to protect themselves from potential invaders; these refugees turned into what is now known as "The Migrant Generation." In 1849–50the Mexican government decided not to annex California because they believed that such an action would lead directly to American annexation by force if it were done; instead they offered California back to the United States under terms which included accession as a state within America but no representation in Congress or any type of statehood yet obtained (this offer was accepted). This event is often cited as one reason why San Buenaventura became effectively independent from Mexico City during this time period despite being part of that same country legally. In 1861–62 American Civil War broke out between America and Confederate States Of America over control over Texas; whileSan Buenaventura remained largely unaffected due primarily to its neutrality throughout the war (it did host some military skirmishes), it ultimately ended up joining Union forces when Confederates attacked Houston along with other southern Texan towns allied with them including New Orleans before eventually falling back towards Mexico City following victory there over Confederate General Robert E Lee's army near Monterrey two years later (the Battle Of Bexar also took place nearby).
