The region that would become San Carlos had been heavily populated since pre-contact times with Native American tribes such as Mono and Luiseño people who lived on or near coastal areas along missions such as La Jolla and Point Conception.mission properties were also used for ranching operations by European settlers beginning in the early 19th century. In 1836, John Sutter founded Sutter's Fort on Point Conception Peninsula after purchasing Rancho adobado from Juan Bautista Alvarado for $1 million (). The fort served as a base for his cattle drives into central California which took place during winter months when roads were not available or too icy for them to travel overland (). In 1849 Avila married María Antonia Mesa y Pacheco who came from one of Southern Californias largest landowning families () They began farming land east of downtown Los Angeles which later became Avilas Avenue (), today's Lombard Street (). Their farm produced hay and straw for export across southern California until their death in 1928 (). What is now Downtown Los Angeles was developed largely due to San Carlos' isolation; it wasn't until 1893 that streetcars starting running through downtown LA made it possible for residents thereabouts to connect with other parts of the city
