San Clemente is a city in California, United States, located on the San Andreas Fault. The population was 56,183 at the 2010 census. The city is named after St. Clement of Rome, an early Christian missionary who helped found the Roman Catholic church in 1821. The City of San Clemente was founded on November 2, 1885 by a group of Missionaries from California. The city became an incorporated municipality in 1907. On December 1, 1931, San Clemente adopted its first charter which provided for the election of a mayor and four council members. On January 1, 1933, the City Council changed the name to San Clemente County and adopted regulations to become more organized. The county formed its own government on February 6, 1934 and passed ordinances establishing sheriff's offices and making other changes. In 1936 elections were held for all positions on the City Council with one vote per office; this change increased mayoral power but also removed all political appointees from the Council. On July 24, 1959 voters approved Proposition 218 which repealed portions of city charter governance including municipal fire protection and police services while providing for voter approval of future revisions to those services at an annual meeting via referendum. This referendum was used as part of Mayor John McKay's effort to gain reelection in 1960 despite his opponent's accusations that he had received financial bribes from developers in exchange for votes against Proposition 218. In 1974 voters approved Measure G which established zoning laws specific to agriculture within San Clemente County while still providing some level of government regulation over business activity within the city limits outside of agricultural boundaries
