The National Guard of the United States of America (NGA) was first organized in 1898. It became an official military force in 1903 and was given the right to wear a service badge. The NGA was authorized to carry out law enforcement activities by Congress on July 25, 1916. On November 3, 1917, it became a permanent military service with the authority to train civilians for military duty. The War Department activated the NGA on December 12, 1941 as part of its preparations for World War II. After the war ended and the NGA disbanded, many of its officers were transferred into other agencies or retired from active duty. However, some elements continued to serve until their retirement in 1978. In 1976, Congress passed a bill authorizing the sale of surplus military equipment to state governments and localities for use by law enforcement agencies statewide. This program is known as “National Guard Equipment Sales Program” or “NGESP”. When San Clemente began accepting applications for membership in the NGA in 1915 there were only around 10 men available full-time because so few people had owned land granteeships that could provide arms and ammunition to local militias at no cost to themselves. By 1926 there were over 1,000 men dues-paying members and 100 volunteers who helped maintain order during large town wide events like carnivals and fairs while also providing security when necessary inside buildings such as hotels or stores
