The first European to enter San Clemente was a Portuguese sailor, Pedro Rodrigues, in 1542. The area was then under Spanish control and there were no permanent inhabitants until 1795 when the Mexican general Antonio de la Hoz established a rancho (an attached land grant) on the coast for his son-in-law and friend José Nieto. The town gradually grew up around this settlement and by 1875 it had a population of 100 people. On July 14, 1876, San Clemente became part of California as part of the Cámpora Act which granted statehood to California. The following year, the town charter was created and named after General Fernando Wood as an honor for his services during the American Civil War. In 1903, San Clemente incorporated as a city and its mayor was Francisco Dominguez. From 1907 to 1913 San Clemente experienced one of the most destructive storms in its history with over 150 homes destroyed or damaged. In 1923, Mayor Manuel Larkin launched what is now known as "Larkin's campaign" which aimed to improve public morals by creating more restrictions on alcohol sales in the city limits.
