In 1965, when San Diegans voted overwhelmingly against Proposition 67 which would have allowed noncommercial use of public property for businesses such as restaurants and cafes within city limits without prior approval by city officials—the first time that an issue like this had been passed—Don Carlos closed his doors forever after facing financial difficulties due to competition from fast food restaurants around town.
