In 1884, the city became part of Oakland and the Population increased to 10,000 in 1890. In 1914, San Leandro amalgamated with Alameda County and the population reached 25,000. The first white American born mayor of San Leandro was John Litherland who served from 1922-24. The city experienced some negative aspects during World War II including the Japanese bombing of Pearl Harbor which killed more than 60% of the downtown business district; however overall the city managed to remain largely intact during that time period.

In 1868, gold was discovered in the area around present day San Leandro; this led to an increase in mining operations which triggered a stampede for land near where these mines lay open to prospectors. This caused social unrest among some of the new arrivals, who viewed their possessions as being taken away from them without due process or compensation. A group of prominent citizens met on December 5th at First Presbyterian Church to consider ways to deal with this situation while also trying to secure financial assistance for those affected by the rush. They eventually decided that incorporation as a town would provide better protection for their properties and allow more people access to education and opportunity than they could receive through government programs or charity alone. The first meeting resulted in the organization of a Board of Trustees which functioned as an elected body until 1906 when reapportionment made it necessary for trustees to be appointed rather than elected. From its inception until 1907 SAN LEANDRO had no municipal government other than Councilmen, each representing one ward within town limits - today's downtown district includes 10 wards covering much of North Oakland (east side), South Oakland (west side), West Hayward (southwest edge), Midtown Oakland (northwest edge), Fruitvale ( southeast corner) and East Bay hills northward all the way up into Diablo Valley

San Leandro is a city in Contra Costa County, California, United States. The population was 61,205 as of the 2010 census. It is the most populous city in the county and second-most populous city in Northern California after San Francisco. The first Europeans to visit what is now San Leandro were Spanish missionaries who came looking for grapes and Mission Bay became their mainstay. The City of San Leandro was founded on September 24, 1853 by John Sutter. He named it after his home town of Santa Clara de Borbón (Borbon Street). However, due to its location at the mouth of the River Bayock (now drained), San Leandro never grew into a big commercial center like other nearby cities such as Oakland or Hayward. In 1868, municipal officials decided to build a new downtown area around what had been called "the Battery" – an area bounded by 12th Street on the east and Vallejo Avenue on the west. This area would become known as "The Beaches". The busiest part of this new downtown was near Embarcadero Boulevard and Third Street where many businesses located because that's where ferryboats landed during summertime for passengers coming from Alameda County across Bayshore Bridge. In 1888 when San Francisco annexed Contra Costa County, parts of Richmond Heights and Sausalito were added to make up San Francisco's new territory; however, no development took place until about 1910 when several large stores opened up along Market Street in what is now Midtown SF. At first there were few people living here since it was mostly rural agricultural land with only a couple hundred residents at any given time; but over time some major companies started moving their headquarters here: Sears Roebuck & Co., International Harvester Company and General Electric Corporation among others In 1912 local artist Harry Smith composed one of America's earliest patriotic songs called "America" which he dedicated to Mayor George Waring describing how important San Francisco had become economically within years following annexation: Hastings Mumford said about these early days: “It’s not hard to see why we should be proud of our little corner on earth – despite all that has happened since then” One reason why business did not pick up quickly was because transportation was still difficult getting people between Oakland and Fremont so markets could develop insteadMWI also helped contribute increasing crime rates here making it difficult for businesses - especially those without security measures-to flourish
