As a result, many small towns within San Luis Obispo County closed their doors during this time period as local business owners could no longer compete against larger companies headquartered elsewhere in America. However, things changed after passage of Proposition 13 (Proposition 2), which overturned PTA regulation limiting IRS deductions for personal income taxes paid out of state coffers instead of local funds - giving these smaller businesses a fighting chance at survival once again!
