The city was founded on July 4th, 1795 by elements of Spanish colonial forces as part of a larger military expedition led by Captain José de San Miguel. The name "San Luis Obispo" comes from Portuguese "Santa Luz," which means "holy light." Famous people associated with San Luis Obispo include author F. In 1821, General Santa Anna appointed José Joaquín Cámpora Governor of Baja California with instructions to find a new site for Mexico's capital. However, because San Francisco had been under English control since 1776 and because British traders were preponderant in Mexican trade, Mexican officials preferred Monterey instead. Cámpora returned to Mission Dolores in 1829 after hearing about American plans for an eastern extension of Los Angeles through what is now Riverside County and decided on Isla de Río as a new location for Mexicali instead. He also recommended that Mexico create a government-owned agency called Ejercicio General para la Protección del Pueblo (EGP)to enforce land titles and protect Indians from white settlers who had recently arrived in Baja California. In 1830 EGP issued its first decree recognizing Rancho Cerritos as part of Baja California y Californias (Bakura Province), which covered most of present-day Orange County but did not include parts of today's San Bernardino County or Riverside County until 1871 when they became part of Imperial Valley Province. The first county formed from this order was Alta California; its name honors General José Joaquín Cámpora y Valdés (1807-1885), one of America's leading revolutionaries during the Mexican Revolution. San Luis Obispo County was created on February 14th 1861 from parts of Alta California under authority granted by Grant's order. At its creation there were only 8 residents living in what is now San Luis Obispo County: 6 Americans and 2 Britishers (the latter being Captain John Brougham).
