The first Europeans to visit San Luis Obispo, California were the Spanish in 1769. The area that is now San Luis Obispo was part of the Mexican state of Alta California. In 1821, a group of Americans, led by James H. Ketchum, founded the town of Klamath Falls on what is now the east side of town. The town's name was changed to San Luis Obispo after Rancho San Luis Obispo was granted to Juan Bautista de Anza by Governor Manuel Felipe de Noriega on May 7, 1826. In 1853, an act known as the Donation Water Act gave land around Monterey Bay to the State of California for water storage and distribution purposes. The towns of Monterey and Salinas were founded as part of this effort. In 1865, a section of Rancho Santa Clara located along present-day Highway 101 north of Salinas became part of the new city limits when it was annexed into San Luis Obispo. The city's first mayor was George Witte (1868-71). At that time there were only six blocks in total in downtownSanLuisco; today it has over 100 blocks! On July 24, 1954 voters passed a resolution authorising Mayor John Leland (1924-54) to establish a fire department for the cityscape which he did on October 1st 1956! On November 3rd 1957 voters passed Resolution No 443 establishing City Hall which had been planned since 1944! On November 11th 1959 City Council voted unanimously to annex adjacent unincorporated areas including portions lying south and southeast from US 101 between High Street and Route 362
