In 1854, the United States acquired San Marino from Spain. The small country had no outside intercourse and was not a part of any international organization. On May 26, 1861, the United States Congress passed legislation granting San Marino its own government with a president and an unicameral legislature. The first president of San Marino was Giovanni Crespi. On December 21, 1861, the unicameral legislature was replaced by a presidential government after a referendum resulted in approval of the measure. A new constitution was approved on October 5, 1865 and came into effect on November 3rd that year. On May 1st of 1886, President D’Angelo Dell’Orto issued an executive decree creating two prefectures in order to provide more efficient administration of justice within the small country. The prefectures were abolished on July 1st 1896 when they were re-established as single districts with their own judicial system independent from San Marino's government
