The San Pablo Valley is a region in the California central valley. It is bordered to the east by Berkeley County, to the north by Contra Costa County, and to the west by Orange County. The population of San Pablo Valley was 2,451 at the 2010 census. The first Europeans to visit this area were Spanish missionaries in 1769. The town of San Pablo was established in 1824 as part of General Mariano Guadalupe Vallejo's effort to establish missions in what is now Northern California. From 1848 until after Mexican independence, it served as the capital of Alta California under governor Manuel Micheltorena. In 1851 it became an independent city and remained so until its annexation by Oakland in 1898. During World War II, portions of San Pablo Valley were used as airfields for American forces during and after World War II. After liberation from Japanese occupation on September 12, 1945, much of this territory became part of East Bay Municipal Utility District (EBMUD). On October 15, 1949 EBMUD voted unanimously to annex portions of unincorporated Santa Clara County including parts of San Pablo Valley within its boundaries; however these annexation votes were not accepted by all members of EBMUD who felt that annexation would secede some additional acres from their county without their consent and result in increased taxes for their district while reducing acreage given back to them. A community referendum held on November 3rd failed To ratify annexation into EBMUD but did succeed in rejecting amendments proposed which would have reduced power density with developers while increasing regulations on building heights and densities within communities annexed into EBMUD without voter approval; this rejection led eventually to enactment on November 10th by then City Manager Ed Lee that all annexed parcels be placed within newly created Livermore Community Unit which included most or all of what is now easternSan PabloValley

The San Pablo Army Garrison was activated on December 15, 1861 as part of the California Brigade in the Union army. The regiment fought at Vallejo and Marengo Campaigns, and was mustered into service April 12, 1862. On July 4, 1862, they were transferred to the 1st Battalion, 9th Regiment California Volunteers and served with that unit until January 1863 when they were transferred to the 11th Regiment California Volunteer Infantry. They were re-mustered into service on February 15 and served until May 1865. They then returned to their original regiment and disbanded October 1865.
