TheSanta Clara Valley Water District was created in 1933 with Proposition 6 referendum results authorizing the creation of an agency to provide irrigation water for agricultural use throughout most of Northern California. The Santa Clara Valley Water District served parts of Oakland County only until 1959 when it became part of Contra Costa County through Measure B (theoakland water district bill). In 1935–1936 the United States Office Supply Company built two stores at 4339-440 Harrison Street in downtown Hayward which are still extant as office buildings today. The first store was replaced by City Hall which currently houses various city services including fire suppression and law enforcement functions. A new Interstate 880 interchange opened northbound at I-880/Hwy 101 Business on October 15th 1951 complete with four high-occupancy toll lanes providing access from Silicon Valley to Fremont as well as other southeastern counties across the Bay Bridge into Sacramento On November 3rd 1965 local citizens successfully petitioned for annexation by Contra Costa County due to their desire for improved public transportation along Interstate 80 from Berkeley to Concord
